Ok I want to print an image.. but I want to add a border to the final print.

The question is about bleeds... how big should the bleeds be? Also since there is going to be a printed border how would I go about the image to be printed in the center... I hope this makes sense.. cause I would like to go get this printed today if possible.

The amount of bleed depends on the printer. Typically 1/8 (.125) is a good size though. You also want to keep anything important 1/8 in from when the page will be trimmed.

I'm not sure about the second part of your question.

For layout I would size the image to the size you want, then import it into InDesign. Set the picture box (and document) size to the same size as the finished print and then right click on the frame and go fitting -> centre content in frame.

You can then add a border and background and save as EPS or PDF.
