I guess that would be me (guru)

I would check a couple of things.

1. If he is printing on A4 size then it won't work because 99% of printers have print margins (usually 1/4 inch/6 mm or more) so his printer will be unable to print to the edge. The whole point of doing a bleed is print on an oversize sheet (like A3) then cut it down to final size in this case A4. The only printers I know of that print the full page width are some Xerox models, some inkjets have up to 1/2 inch margins.

2. Photoshop or the print driver could be set to shrink to fit or a percentage reduction

3. If he is not printing from Photoshop then the program he is printing from maybe affecting the size

That's about all I can think of for now.... other that don't design brochures in Photoshop. :)
