Is there a program to make it pretty simple, or is there a way to do it in Adobe Photoshop 7....I used to use Paint Shop Pro, b/c they had a very good Image Map feature...

Image Ready has a map tool.

You can make them in Dreamweaver too.(Though I haven't done it for a long time)

i think fireworks has the ability too
