The process is pretty straightforward, execution may be somewhat more difficult though ;)
When I did this: http://www.steeldolphin.com/illustration/poster_5.jpg which is something similar I think...I used illustrator to redraw ofver a sketch I did from a photo reference. I used a couple of custom brushes that vary in line weight, and used blending modes for highlights etc...

If i were to make something like that (easy)
I would simply trace the image using Vectorizer 1.2 from Panopticum
or you can use flash, it just doesn't trace as beautiful.
Then i'd add the outlines with the pen tool, using a brush stroke instead of default
